August 2009 IAEA Safeguards Report on Iran

The IAEA has released its long awaited August 2009 Safeguards report on Iran. There has been a great degree of anticipation regarding this particular issue because of the reported halt in the increase of the number of centrifuges at Natanz which had been steadily growing since the public revelation of the Iranian nuclear program back in 2003. Expert opinions regarding this freeze in further centrifuge increases range from it being seen as a negotiating tactic in case negotiations do take place at the end of the September deadline set by the Obama administration, to it being a side effect of the post election turmoil, and finally, to a possible Iranian preoccupation of increasing the chances of Israeli military strikes once it reaches a certain “red line” in the number of actively enriching centrifuges.
