The site outside of Qom, identified by ISIS on September 25, has been monitored remotely by the intelligence community for several years.  U.S. government officials have not revealed the exact date when monitoring started, or when Iran decided to build the enrichment facility at this site.  A U.S. intelligence official told ISIS that the site was considered an “enigma” facility until early 2009, underlining uncertainties in ascribing a definitive purpose to the site.  Sometime in early 2009, U.S. intelligence agencies accumulated enough evidence that provided “high confidence” that the site was intended to be a uranium enrichment facility.  At this point, Iran started to install infrastructure necessary for centrifuges.

In addition, U.S. officials said last Friday that the enrichment facility is located in an underground tunnel complex.  A U.S. intelligence official told ISIS that the underground tunnel complex extended “quite deep under the mountain.”
