The excellent staff report by the Senate Foreign Relations Committee, Iran: Where We Are Today.  The 13-page report contains a tightly written summary of Iran’s recent nuclear history, a review of its current capabilities and a forthright, non-partisan appraisal of the diplomatic options.  The report concludes, on the basis of discussions with government officials in the United States and abroad, that “Iran has the technological and industrial capacity to eventually develop an atomic bomb.”  It notes that Iran “appears to have remained active” in the black market quest for specialized materials, in particular carbon fiber, which is used in its more advanced IR-2 centrifuges.  An IAEA official is quoted saying that “We know they have carbon fiber and have used it in IR-2 rotors, but we have no clue where they got it or how much they got.”
